Attackers can send specially crafted messages that force a server to do far more work than they do, potentially making the service slow or unavailable for everyone else.

What it actually does

Allows remote clients to force servers performing Diffie-Hellman key agreement with approved safe primes into performing expensive modular-exponentiation operations by sending public keys whose order is not validated before the costly computation, resulting in asymmetric CPU consumption.

Why it matters to the business

Attackers can degrade or interrupt availability of services that rely on TLS or other protocols using DHE, leading to outages, increased infrastructure costs, and degraded user experience without requiring authentication.

How an attack unfolds

An unauthenticated remote attacker initiates a TLS handshake, advertises only DHE cipher suites, and supplies client public keys whose order triggers the server's expensive validation and exponentiation path; repeated connections exhaust server CPU while the client expends minimal resources.

How to fix it

Apply vendor patches that perform early, low-cost order validation or switch to elliptic-curve groups; disable DHE cipher suites where ECDHE is feasible; enforce rate limiting on unauthenticated handshake attempts.

How to confirm the fix worked

Review TLS configuration for DHE support, test handshake behavior under load with invalid-order keys, and confirm CPU utilization remains bounded; monitor for patches in upstream libraries and verify version strings after deployment.

Typical attack path

  1. Establish TCP connection to target service
  2. Advertise support for only DHE-based cipher suites in ClientHello
  3. Send crafted client public key values that fail order validation
  4. Trigger repeated expensive server-side modular exponentiations
  5. Sustain connection volume until CPU or thread exhaustion occurs

How to detect it

Correlate high volumes of DHE handshakes with CPU or thread exhaustion events in application and system logs; inspect TLS server logs for repeated client key exchanges from single sources without successful session establishment.

What your security team should do

  • Prioritize patching any TLS implementations supporting DHE with safe primes
  • Disable static DHE cipher suites in favor of ECDHE where possible
  • Implement connection-rate limiting and resource quotas for unauthenticated handshakes
  • Add monitoring for anomalous CPU spikes during TLS negotiation

The record

Validating the order of the public keys in the Diffie-Hellman Key Agreement Protocol, when an approved safe prime is used, allows remote attackers (from the client side) to trigger unnecessarily expensive server-side DHE modular-exponentiation calculations. The client may cause asymmetric resource consumption. The basic attack scenario is that the client must claim that it can only communicate with DHE, and the server must be configured to allow DHE and validate the order of the public key.
