What it actually does
The vulnerability prevents proper accounting of NR_FREE_PAGES in zone_reclaimable_pages() when file and anonymous pages are absent, causing allow_direct_reclaim() to incorrectly return false for zones that meet watermarks; this leads to kswapd_failures never incrementing, the node being deemed balanced despite pressure elsewhere, and tasks spinning indefinitely inside throttle_direct_reclaim().
Why it matters to the business
Systems experience hard hangs during memory allocation under load, interrupting workloads and requiring reboots; the issue affects long-running Ubuntu LTS deployments that have not applied the upstream fix.
How an attack unfolds
An attacker or benign workload drives the system into direct reclaim with low reclaimable pages and no swap; the flawed zone-reclaimable logic masks free pages in DMA32, balance_pgdat() exits early, allow_direct_reclaim() keeps failing, and the allocating task loops forever in throttle_direct_reclaim().
How to fix it
Update the Linux kernel to a version containing the fix that includes NR_FREE_PAGES in zone_reclaimable_pages() when other reclaimable pages are zero. For the listed Ubuntu packages apply firefox 72.0.2+build1-0ubuntu0.16.04.1 or thunderbird 1:60.9.0+build1-0ubuntu0.16.04.2 (or later) and reboot.
How to confirm the fix worked
Confirm the running kernel contains the commit that adds NR_FREE_PAGES to the reclaimable calculation; reproduce allocation under memory pressure and verify throttle_direct_reclaim no longer loops; check zone_page_state values and kswapd_failures counter after pressure subsides.
Typical attack path
- Trigger memory pressure via allocation requests or existing workload
- Ensure target node has at least one zone with free pages above high watermark but no reclaimable file/anon pages
- Force a task into try_to_free_pages → throttle_direct_reclaim
- Observe allow_direct_reclaim repeatedly returning false
- Cause task to spin, starving the node and hanging the system
How to detect it
Inspect kernel logs and task dumps for repeated calls to throttle_direct_reclaim without kswapd_failures incrementing; look for processes blocked in __alloc_pages_nodemask under memory pressure; examine zone VM stats showing high NR_FREE_PAGES yet allow_direct_reclaim returning false.
What your security team should do
- Apply the kernel fix or the listed package updates immediately on all affected Ubuntu 16.04 systems
- Monitor for tasks stuck in throttle_direct_reclaim via kernel traces or hung-task watchdog
- Test memory-pressure workloads in staging before deploying to production
- Ensure swap is enabled where feasible to reduce reliance on direct reclaim

Additionally, since this system lacks swap, the calculation of inactive/ active anonymous pages is skipped. crash> p nr_swap_pages nr_swap_pages = $1937 = { counter = 0 } As a result, ZONE_DMA32 is deemed unreclaimable and skipped, moving on to the processing of the next zone, ZONE_NORMAL, despite ZONE_DMA32 having free pages significantly exceeding the high watermark. The problem is that the pgdat->kswapd_failures hasn't been incremented. crash> px ((struct pglist_data *) 0xffff00817fffe540)->kswapd_failures $1935 = 0x0 This is because the node deemed balanced. The node balancing logic in balance_pgdat() evaluates all zones collectively. If one or more zones (e.g., ZONE_DMA32) have enough free pages to meet their watermarks, the entire node is deemed balanced. This causes balance_pgdat() to exit early before incrementing the kswapd_failures, as it considers the overall memory state acceptable, even though some zones (like ZONE_NORMAL) remain under significant pressure. The patch ensures that zone_reclaimable_pages() includes free pages (NR_FREE_PAGES) in its calculation when no other reclaimable pages are available (e.g., file-backed or anonymous pages). This change prevents zones like ZONE_DMA32, which have sufficient free pages, from being mistakenly deemed unreclaimable. By doing so, the patch ensures proper node balancing, avoids masking pressure on other zones like ZONE_NORMAL, and prevents infinite loops in throttle_direct_reclaim() caused by allow_direct_reclaim(pgdat) repeatedly returning false. The kernel hangs due to a task stuck in throttle_direct_reclaim(), caused by a node being incorrectly deemed balanced despite pressure in certain zones, such as ZONE_NORMAL. This issue arises from zone_reclaimable_pages ---truncated---
