What it actually does

The vulnerability is characterized as a server-side request forgery/elevation-of-privilege issue reachable over the network without authentication or user interaction. An attacker can abuse a vulnerable Skype for Business-related service path to cause the server to initiate requests to attacker-chosen destinations, potentially including internal-only services, loopback interfaces, cloud metadata endpoints, or management ports that are not directly reachable from the internet. The direct CVSS impact is limited confidentiality exposure, but in real environments SSRF can become a privilege-boundary bypass when the vulnerable service can access internal resources or identity metadata on behalf of the attacker.

Why it matters to the business

Because this vulnerability is listed in CISA KEV, has active in-the-wild exploitation, and has a very high EPSS score, internet-exposed or reachable systems should be treated as high-priority remediation even though the base CVSS score is moderate. Successful exploitation can expose internal service information, cloud or application metadata, network topology, and sensitive responses that may help attackers move deeper into an organization. CISA’s KEV remediation deadline was 2023-10-31, so unpatched assets are materially overdue and may represent compliance and incident-response risk.

How an attack unfolds

An attacker first identifies an exposed vulnerable Skype for Business-related endpoint or an affected downstream platform identified by asset inventory. The attacker sends a crafted unauthenticated request that contains a URL, host, or redirect target controlled by the attacker. The vulnerable server processes the input and makes an outbound server-side request. The attacker then uses the server as a proxy to reach internal addresses, loopback services, link-local cloud metadata addresses, or attacker-controlled infrastructure. By observing responses, timing, DNS callbacks, HTTP callbacks, or error messages, the attacker can enumerate internal services and potentially retrieve sensitive information available from the server’s network position. In a mature intrusion, this access may be chained with additional vulnerabilities, leaked credentials, or misconfigured internal services to escalate privileges or support lateral movement.

How to fix it

Apply vendor security updates immediately. For the affected Debian 11 Linux package data provided, upgrade the linux package to version 5.10.209-1 or later. For Skype for Business deployments, apply the relevant Microsoft security updates for CVE-2023-41763 and ensure all Front End, Edge, Director, and related server roles are consistently patched. If immediate patching is not possible, reduce exposure by restricting inbound access to trusted networks, disabling unnecessary externally reachable services, enforcing outbound egress filtering from application servers, blocking access from application tiers to cloud metadata endpoints unless explicitly required, and monitoring or blocking requests to loopback, link-local, and private network destinations initiated by the affected service.

How to confirm the fix worked

Confirm that all affected packages and products report fixed or later versions, including Debian 11 linux package version 5.10.209-1 or later where applicable. Validate Microsoft/Skype for Business update installation through standard patch inventory, installed update listings, and server build documentation. From a controlled test environment, verify that suspected vulnerable endpoints no longer cause the server to initiate outbound requests to arbitrary external callback URLs or internal-only destinations. Review external attack surface scans to ensure unnecessary Skype for Business-related endpoints are not internet exposed. Confirm that egress controls prevent application servers from reaching 169.254.169.254, loopback addresses, and unauthorized internal management networks.

Typical attack path

  1. Scan for internet-exposed Skype for Business or affected service endpoints.
  2. Send crafted unauthenticated requests that force the server to fetch an attacker-supplied URL or internal address.
  3. Use DNS or HTTP callback infrastructure to confirm server-side request execution.
  4. Probe loopback, private RFC1918 ranges, link-local metadata services, and internal management ports through the vulnerable server.
  5. Collect exposed responses, metadata, tokens, service banners, or error messages.
  6. Use the discovered information to support credential theft, privilege escalation, or follow-on exploitation of internal services.

How to detect it

Review web server, reverse proxy, WAF, Skype for Business application, Windows event, Linux system, firewall, proxy, DNS, and EDR telemetry for evidence that exposed services made unusual outbound requests shortly after suspicious inbound requests. Look for inbound requests containing full URLs, encoded URLs, localhost references, private IP addresses, link-local addresses, unusual redirect parameters, or cloud metadata paths. Correlate those with outbound connections from Skype for Business, IIS worker processes, web application workers, or affected Linux services to 127.0.0.1, ::1, 169.254.169.254, RFC1918 space, internal management ports, or newly observed external callback domains. Search DNS logs for random-looking subdomains associated with SSRF testing services or attacker-controlled infrastructure. In EDR and host telemetry, review network connections initiated by service processes such as w3wp.exe, RTCSRV.exe, java, nginx, apache2, or other web-facing daemons that normally should not initiate arbitrary outbound HTTP requests. If any cloud metadata endpoint was reachable, investigate access logs, token usage, role assumption events, and subsequent API activity for abuse.

What your security team should do

  • Treat this as urgent because it is in CISA KEV, has active exploitation, and has a high EPSS probability despite a moderate CVSS score.
  • Patch or remove exposure for all affected assets immediately; prioritize internet-facing collaboration, communications, and edge-facing systems first.
  • Verify Debian 11 linux package instances are upgraded to 5.10.209-1 or later where the package data applies.
  • Hunt for historical exploitation using web, reverse proxy, firewall, DNS, EDR, and application logs covering at least the period since publication on 2023-10-10.
  • Inspect outbound traffic from affected servers for requests to link-local, loopback, private IP ranges, unusual high ports, and unknown external callback domains.
  • Implement egress filtering so externally reachable application servers cannot freely access internal management interfaces or cloud metadata services.
  • If exploitation is suspected, rotate exposed credentials or tokens, review internal service access, and investigate for chained post-exploitation activity.
