A flaw in Android lets apps already on the phone gain more access than intended by overwhelming the system so it forgets permission settings.

What it actually does

Local resource exhaustion in NotificationChannel.java prevents persistence of permission settings, allowing a process with standard privileges to retain or acquire elevated access after a failure to write settings.

Why it matters to the business

On unpatched Android devices, apps can silently obtain broader access to device functions and data, increasing risk of data theft or unauthorized actions across millions of phones and tablets still running affected versions.

How an attack unfolds

An attacker deploys a local application that repeatedly triggers notification channel operations while exhausting system resources; the resulting failure to persist permission state allows the app to retain or escalate privileges without user interaction or additional rights.

How to fix it

Upgrade affected Android devices to the latest vendor-provided security patch level that resolves A-242702851; where updates are unavailable, restrict installation of untrusted applications and monitor for abnormal notification or permission behavior.

How to confirm the fix worked

Confirm device is running a patched Android build, attempt to reproduce resource exhaustion during notification channel permission changes, and verify that permission settings persist correctly after the operation.

Typical attack path

  1. Install or execute a malicious application on the device
  2. Trigger repeated creation or modification of notification channels
  3. Induce resource exhaustion during permission persistence operations
  4. Exploit the failure to persist settings to retain elevated privileges

How to detect it

Review system logs for repeated notification channel operations coinciding with resource exhaustion events or permission write failures; examine application behavior around permission persistence on devices running vulnerable Android versions.

What your security team should do

  • Prioritize deployment of the latest Android security patches to all managed devices
  • Enforce policies that limit sideloading and unknown app sources
  • Monitor Android security bulletins for backported fixes on older releases

The record

In NotificationChannel of NotificationChannel.java, there is a possible failure to persist permissions settings due to resource exhaustion. This could lead to local escalation of privilege with no additional execution privileges needed. User interaction is not needed for exploitation.Product: AndroidVersions: Android-10 Android-11 Android-12 Android-12L Android-13Android ID: A-242702851
