What it actually does

Buffer overflow in netclear and nextitem functions of telnetd triggered by short writes or urgent data, enabling remote arbitrary code execution.

Why it matters to the business

Legacy remote login services on affected network devices and operating systems become entry points for complete system compromise, increasing risk on unpatched or end-of-life infrastructure with high ecosystem prevalence.

How an attack unfolds

An attacker connects to the telnet port and sends crafted packets using urgent data or short writes to overflow internal buffers in the telnet daemon, hijacking control flow to execute arbitrary code without authentication.

How to fix it

Disable the telnet daemon entirely and migrate to SSH; remove or replace netkit telnet packages on all affected platforms including Fedora, Debian, Arista EOS, Oracle, and Juniper Junos.

How to confirm the fix worked

Verify telnetd is not listening on port 23, confirm absence of netkit telnet binaries, and test that urgent data handling no longer occurs in any remaining telnet implementations.

Typical attack path

  1. Scan for exposed telnet services on TCP port 23
  2. Establish connection and send malicious urgent data or short writes
  3. Trigger buffer overflow in netclear or nextitem
  4. Inject and execute shellcode for remote access

How to detect it

Review firewall and host logs for inbound connections to TCP port 23, inspect telnetd process crashes or restarts, and search for network packets carrying the urgent data flag.

  • TCP connections to port 23 with URG flag set
  • telnetd process binary from netkit
  • netclear function references in core dumps

What your security team should do

  • Immediately block inbound TCP port 23 at network boundaries
  • Audit all systems for running telnetd processes and decommission them
  • Prioritize replacement with SSH across the environment given the CVE's age and high EPSS score
  • Add network detection for telnet traffic with URG flags

The record

utility.c in telnetd in netkit telnet through 0.17 allows remote attackers to execute arbitrary code via short writes or urgent data, because of a buffer overflow involving the netclear and nextitem functions.
