What it actually does
The flaw permits an unlimited number of concurrent TCP sessions to the DHCP daemon, triggering an INSIST assertion failure or complete request-processing outage when the connection count becomes excessive.
Why it matters to the business
Network services that depend on DHCP for address assignment can be interrupted, resulting in loss of connectivity for clients until the service is restored or restarted.
How an attack unfolds
An attacker repeatedly opens TCP connections to the ISC DHCP server on its listening port; because session limits are absent, the daemon eventually hits an internal assertion or exhausts resources and stops answering legitimate requests.
How to fix it
Upgrade ISC DHCP to version 4.1-ESV-R13 or 4.3.4 (or later releases) and restart the daemon; if immediate upgrade is not possible, apply OS-level TCP connection limits or firewall rules that cap concurrent sessions to the DHCP control ports.
How to confirm the fix worked
Confirm the installed DHCP version is at or above the fixed releases; perform controlled connection-count testing in a lab environment to verify the daemon no longer crashes under high session load; review daemon logs for absence of INSIST assertion messages after load tests.
Typical attack path
- Scan for reachable ISC DHCP servers listening on TCP ports used for failover or control
- Establish a large number of TCP sessions from one or more source addresses without completing normal DHCP transactions
- Continue opening connections until the daemon encounters the INSIST failure or ceases processing new requests
- Observe or confirm service outage affecting client IP address allocation
How to detect it
Search DHCP daemon logs for INSIST assertion failures or messages indicating request-processing outage; correlate with network flow data showing unusually high numbers of concurrent TCP sessions to the DHCP control ports from single or coordinated sources.
- INSIST assertion failure
- request-processing outage
- dhcpd:.*assertion failure
What your security team should do
- Apply the version upgrade to 4.1-ESV-R13 or 4.3.4 (or newer) on all affected ISC DHCP deployments within the next maintenance window
- Implement network-level rate limiting or connection caps on DHCP TCP ports as a compensating control until patches are deployed
- Add monitoring for sudden spikes in TCP connections to DHCP ports and for assertion-failure log entries
The record
ISC DHCP 4.1.x before 4.1-ESV-R13 and 4.2.x and 4.3.x before 4.3.4 does not restrict the number of concurrent TCP sessions, which allows remote attackers to cause a denial of service (INSIST assertion failure or request-processing outage) by establishing many sessions.
