What it actually does
Remote authenticated command injection in monarch_scan.cgi allowing arbitrary OS command execution through unsanitized parameters passed via a JOSSO SSO cookie.
Why it matters to the business
Attackers can run commands on the monitoring server to steal sensitive data, disrupt operations, or gain further network access; the affected product is long unsupported with no official fixes available.
How an attack unfolds
An attacker first obtains a valid JOSSO SSO cookie through legitimate or stolen credentials, then submits a crafted HTTP request to monarch_scan.cgi containing command injection payloads in parameters that are executed directly by the server.
How to fix it
No fixed versions exist; immediately isolate or decommission the GroundWork Monitor instance, restrict network access to the MONARCH component, and migrate to a supported monitoring platform.
How to confirm the fix worked
Audit web server access logs for monarch_scan.cgi requests, confirm removal or hardening of the CGI script, and verify that no unauthenticated or unfiltered command execution paths remain.
Typical attack path
- Acquire valid JOSSO SSO authentication cookie
- Identify and target the monarch_scan.cgi endpoint
- Inject OS commands via request parameters
- Execute commands to exfiltrate data or establish persistence
How to detect it
Search web server logs and proxy records for requests to monarch_scan.cgi that contain shell metacharacters, unusual parameters, or command strings; correlate with JOSSO cookie usage patterns.
- monarch_scan.cgi
- JOSSO cookie in requests to MONARCH component
- shell metacharacters in CGI parameters
What your security team should do
- Block or tightly restrict external access to monarch_scan.cgi and the MONARCH component
- Hunt for historical indicators of command execution in logs dating back to publication
- Accelerate migration from the unsupported GroundWork product
The record
monarch_scan.cgi in the MONARCH component in GroundWork Monitor Enterprise 6.7.0 allows remote authenticated users to execute arbitrary commands, and consequently obtain sensitive information, by leveraging a JOSSO SSO cookie.
